The Medicare Quality Improvement Organization (QIO) program was created by Congress to assure and improve the quality of care for people with Medicare and safeguard the integrity of the Medicare Trust Fund. The Centers for Medicare and Medicaid Services (CMS) contracts with a QIO in each state to measure and report quality performance, improve clinical care, and protect people with Medicare. The Carolinas Center for Medical Excellence (CCME) has served as the QIO for North Carolina since 1984 and South Carolina since 1988.
As we shared with you last year, the House passed the Trade Assistance Bill (HR 2832) that includes more than $300 million in cuts to the QIO program as well as some major restructuring. These changes were made as a funding offset for an amendment reauthorizing Trade Adjustment Assistance. One of the biggest changes to the program would be to regionalize the QIO contracts, a measure that threatens the long-standing relationships that QIOs have with health care professionals and consumers, alike, who work together in various health care settings to improve quality and safety.
