The North Carolina Medicaid program provides Home and Community Based Services (HCBS) to qualifying citizens with disabilities and chronic conditions. These services allow Medicaid recipients to safely remain in their homes and to avoid institutionalization as long as possible. HCBS programs include:

CCME holds two North Carolina Division of Medical Assistance (DMA) contracts that focus on HCBS providers and recipients:

  • HCBS Quality Improvement Program
    The overall goal of the HCBS Quality Improvement Program is to develop and implement a comprehensive quality improvement (QI) program based on the HCBS Quality Framework developed by the Centers for Medicare & Medicaid Services. Contract activities also include compliance reviews.
  • Independent Assessment (IA)
    Under the IA contract, CCME is responsible for assessing Medicaid recipients to determine if they qualify for PCS services. Additionally, CCME performs continued need and change in status assessments.
